ABSTRACT
Requirements development is the process of understanding and defining what services are required from the system. Carefully developed software requirements are a key issue for project success. Requirements development measures help organizations to understand, control and assess requirements development process. This paper identifies general measures that are focused on of Requirements Development Key Process Area (KPA) in Capability Maturity Model Integration (CMMI). Measures are for three specific goals and ten specific practices of Requirements Development Key Process Area (KPA). CMMI is a framework for improvement and assessment of a software development process. CMMI needs a measurement program that is practical. The method we used to define the measures is to apply the Goal Question Metrics (GQM) paradigm to the specific goals and its specific practices of Requirements Development key Process Area in CMMI.
