Challenges Faced in Managing Signalling Project for Singapore Circle Line

ABSTRACT

The Singapore Circle Line (CCL) is a fully automated metro line which builds upon the success of the North East Line (NEL). This paper describes the challenges faced in improving and enhancing the signalling system of the NEL to meet the requirements of the CCL. This paper also describes the various approaches and processes used in resolving these challenges, particularly in having to implement the CCL in stages.

There are a couple of challenges encountered in CCL. Firstly, The circle line is to be opened in stages. This has proved a challenge to the project team, contractors and operators alike, as more coordination work is needed to perform testing and commissioning for one stage of CCL while another stage is simultaneously in revenue service. A great amount of planning and coordination is necessary.

Another challenge faced is the configuration management related to software data and compatibility, as well as the tracking of any design changes to the signalling system.

This paper seeks to discuss the challenges encountered by LTA engineers throughout the CCL project and how these challenges are resolved. Hence, by sharing the experience with others, future signalling project teams can overcome similar challenges and achieve efficient management of signalling projects.
