Operation Control Centre: Improving Passenger Services and Operations through System Integration and Process Automation

ABSTRACT

In Public Transport networks, the Operation Control Centre (OCC) is the nerve of the system. It enables the Public Transport Operators to optimise at its maximum all its assets and also to provide its passengers with the best service possible. However, today’s Public Transport Operators arrived to a share assessment:

OCC operators are spending more time on commands rather than understanding the situation

• In case of complex event, OCC Operators have to follow the book of procedures (Risk of not following correctly the procedure, Problems of coordination between operators, Risk of not finding the book...)
• OCC Operators find difficult to manage the incident and at the same time continue the operation (e.g.: inform passengers on the status of a given incident)
• Need to reduce the number of actions to be realised with the system
• Rather to have more people on the field informing passengers that at the OCC

In order to answer the issues mentioned by the Public Transport Operators, Thales conducted meetings/workshops with some of the most important Public Transport Operators worldwide (e.g.: Metro Bilbao in Bilbao, MTA in New York, RATP in Paris, LTA/SMRT in Singapore) to understand with them what could be possible in terms of system integration and process automation.

In his presentation, Arnaud Besse, Business Development and Innovation Director for Thales Security Asia, will present Thales conclusions, recommendations and implementations regarding the following topics:

• Why system integration is needed to have efficient operations from the OCC?
• Why automation? From shorter time response to better coordination
• What type of automation? From decision support system to fully automated system
• What can be automated? Simple or complex procedures
• How operators and providers can move towards automation?
• How can automation evolve with the Operation Control Centre life cycle?
