The UN Support to Timor-Leste for Enhancement of a Culture of Democratic Governance

ABSTRACT

This article is based on the author’s work as Chief Governance Advisor of the UN Integrated Mission in Timor-Leste (UNMIT) from February 2007–December 2012. One of the mandates of UNMIT was to enhance a culture of democratic governance, and this paper describes how and what UNMIT did to achieve this mandate for this period. Main achievements of the UNMIT were (1) Internalization of democratic values, (2) Technical and capacity building support to strengthen democratic governance; (3) Fully integrated electoral support; and (4) Measurement of democratic governance. It should be noted that the views expressed in this article are personal and do not represent any official position of the United Nations.
