Formulation of Human Network in Disaster Management through Cooperation Program

ABSTRACT

JICA provides assistance to developing countries suffered from natural disasters at all stages from emergency relief activities into reconstruction, development and prevention. JICA has offered a variety of forms of cooperation at the national level, the local government level and the community level. JICA supports developing countries in seamless and synergetic combination with the technical cooperation and the financial cooperation. Especially in the technical cooperation field, JICA has the specialties of capacity development such as development of human resource, organization and institutions. Indonesia and Japan had cooperated in development of the Brantas River Basin Development Program including technical and financial support of Japan for more than 40years. This paper reviews that engineers and government officials in Indonesia contributed to national land conservation through the program. It was found that the human network in disaster management between Indonesia and Japan was formulated as a result of years of cooperation
