<title>ABSTRACT</title>
<p>Is whistleblowing a safety mechanism or a threat? Within the whistle-blower provisions, the Norwegian Working Environment Act underlines the obligation of any organisation to ensure a proper and secure handling of whistleblowing; however, Norwegian research shows that the effect of whistleblowing is poor, and the risk of reprisals is increasing. This contradiction within the whistle-blower paradox is an interesting subject for study through a regulation theory perspective as well as a safety culture perspective. Oil-related organisations, despite their major accident potential, comprehensive working environment regulations, and regulatory authority audits, tend to &#8220;hide&#8221; whistle-blowing matters under human resources management/personnel policy. This seems to be done in order to protect firms&#39; own reputation and keep whistle-blowing matters outside regulatory authorities&#39; mandate, which might dangerously influence regulatory authorities legitimacy as well as their own safety culture.</p>
