ABSTRACT

The impact of urbanisation in many cities has challenged urban government to incorporate risk management procedures into its local agenda in order to improve policies to mitigate natural hazards. Therefore, many researchers have studied procedures to control and predict them, and to determine what best practice in hydrological modelling is. In addition to the increased environmental damage caused by natural hazards, not only must what social impacts there are be detected but also what economic impacts they may have. In practice, the policies used to mitigate floods generally take into account multiple strategic objectives that are often conflicting and yet must be integrated into these dimensions. Therefore, this study focuses on the multicriteria approach, namely it is incorporated in order to model how better to prioritise actions related to the risks from urban flooding. It is based on Multi-Attribute Utility Theory and takes account of the decision-maker’s preferences. By integrating multicriteria and hydrological methodologies, public policies for preventing damages can be better managed so that urban areas can be made more resilient and effective by adopting innovative actions. Potential benefits of the model and comments on this are discussed throughout the paper.
