<title>ABSTRACT</title>
<p>Bane NOR, the manager of railway infrastructure in Norway, is in the process of introducing the new &#8220;European Rail Traffic Management System&#8221; (ERTMS) signal system, which includes a Traffic Management System (TMS). As a result of this change in technical infrastructure there will also be changes in how the traffic is managed. Bane NOR will therefore establish new Traffic Control Centers (TCCs) to meet this change, and Institute for Energy Technology (IFE) was selected as partner for design, safety, and security issues. This paper focuses on the conceptual design work for centre layout and workstation design. To understand user needs and requirements, the design team observed work in different established TCCs, conducted on-site operator interviews, and performed information and communication analysis for key situations. Different design concepts were discussed through a series of design meetings and workshops with users and other stakeholders. The final TCC concept proposal features a modular layout based on traffic sectors, each co-locating main operative roles &#8211; train dispatchers, customer and traffic communication operators, and electrical operators. Adjacent facilities include meeting rooms, crisis management room, visitors&#39; gallery, drop-in offices, and a fully operational traffic control area for training, situation handling and technical support.</p>
