<title>ABSTRACT</title>
<p>Organizations need to determine their current status of performance constantly and identify organizational strengths and areas, where improvements can be made. It is, therefore, necessary that appropriate mechanisms are available to evaluate the performance of the organization by using well-accepted methodologies and tools. An analytical framework for the performance evaluation of R &amp; D Institutions is thus proposed, which can not only measure the tangibles, but also the intangibles and evaluate the performance in a rational and scientific manner. To measure the knowledge contributions in a scientific and rational manner, concept of conservation of energy and mass through the famous energy equation E = mc<sup>2</sup> is introduced in this paper.  </p>
