ABSTRACT

Communities, Swiss Cantons and Federal Authorities of Switzerland are trying to improve the efficiency of their operational street maintenance. In cooperation with the Swiss Federal Roads Authority (ASTRA), the Chair of Construction Process and Enterprise Management at the Institute of Construction and Infrastructure Management at ETH Zurich is developing an inter-municipal street maintenance model for public street owners in built-up areas. It serves as a decision-making basis for inter-municipal cooperation with the aim of significantly improving effectiveness and efficiency in street maintenance by using economies of scale. To determine the state of practice in terms of performance and operational street maintenance costs, it is necessary to qualitatively and quantitatively evaluate the efficiency improvement potential in the participatingmunicipalities. This paper aims to describe the principles of performance calculation of operational street maintenance tasks to identify performance indicators. Performance appraisals can be derived from this basis, and optimization potentials identified. Pooling the operational street maintenance tasks in an inter-municipal cooperation is expected to produce various operational and organizational advantages that will increase efficiency and reduce cost.
