Project Participants’ Roles in Achieving Facility Success

ABSTRACT
The construction industry has been experiencing rapid advancements, and — due to high
competition — the delivery of facilities that can be viewed as “successful” by their prospective
users has become vital for the survival of different project participants’ organizations. This
paper addresses the conceptualization of the relationship between project management success
(PMS) and product (facility) success (PS), as viewed from the perspectives of different project
participants; mainly, owner/developer, design consultant, contractor, end user, facility manager
and general public. The examination of this potential relationship was conceptually performed
along a number of PMS factors, on one hand, and a set of PS indicators, on the other. It was
concluded that “quality”, being a prime PMS factor, seems to have the strongest relation with
the considered PS indicators. Indeed, quality has subsequently been shown to be the only project
management factor that survives the expiry of the project phase to become a platform measure
upon which the success of the facility may be judged. It is further described how quality
manifests itself in the majority of the facility success indicators. A framework for evaluating
the identified quality descriptors during the design and other stages of the project phase has
been proposed, and the roles ideally expected to be performed in respect of observing these
descriptors by the various project participants, along with their timings, have been highlighted.
