Successes and Risks in Alternative Delivery

ABSTRACT

Alternative procurement methods (APM’s) have been in the US market for some time; an analysis of the current status of their usage is warranted. This paper reviewed recent literature on APM plus a study of the current market and projects was done to examine the spread of application, what drives it, the success reached, how owners’ goals are met, shifts in expert usage, and changes in participants’ roles. APM’s are credited in providing a less adversarial relationship among participants. The paper concludes (a) the market trends will continue toward flexibility with more APM usage, (b) more progress is needed for efficiency in APM process, and (c) that owners are still carrying substantial risks. The overall value derived out of APM application on cost is still undecided, but schedule gains have been observed.
